This is from the show "The Rookie." Process trailers have been a way for production to achieve driving shots in movies and television. It's a process that involves putting an automobile on a trailer and towing it around city streets. It usually involves a police blocking of traffic and is quite an ordeal.  I believe this show is on the cutting edge of camera placement and technology using all methods of camera angles such as police body cameras and surveillance cameras that run 24/7.
